Craigen, 49, was scheduled to be arraigned Friday in Hermiston before Circuit Court Judge Dan Hill.

The DAs office has accused Craigen, 49, of Milton-Freewater, of fatally shooting Cecil Rob Carter the morning of Dec. 30, 2011, at his plumbing business just outside Milton-Freewater.

A least 60 officers from agencies in Oregon and Washington conducted a two-day manhunt for Craigen before arresting him Jan. 2 at a convenience store in Walla Walla, Wash.

A Umatilla County Grand Jury indicted Craigen Jan. 17 on nine felony counts: murder with a firearm, felon in possession of a firearm, unlawful use of a weapon, five counts of possession of a bomb or explosive and removing or changing the identification number on a handgun.

The grand jury also indicted Craigen on three misdemeanor counts of recklessly endangering another person.

Craigen fought extradition, but a judge  in Walla Walla ordered him into the custody of Oregon authorities.
