Umatilla man arrested after armed standoff, faced kidnapping charge

An armed standoff that resulted in charges of kidnapping and felony assault ended with the surrender and arrest of a Umatilla man Monday evening.

Francisco Garcia Torres, 29, was arrested Monday at a motor home parked next to a residence at 200 Al St. in Umatilla.

Torres first appeared on local police radar at 3:56 p.m. Monday when his estranged girlfriend reported he had assaulted and threatened her at her Hermiston home. Torres had already left the scene when officers arrived, and Hermiston Police put out a call for assistance from other local agencies.

In checking a possible address for the suspect, officers of the Umatilla Police Department stopped at the Al Street home.

When officers attempted to look into a motor home that was parked next to the residence, Mr. Torres pointed a firearm at the officers, who then backed away from the area and called for assistance, according to a Umatilla press release.

Umatilla officers notified Hermiston police they had found Torres at 5:38 p.m. Three hours of negotiations followed, led by Hermiston Police Sgt. Travis Eynon, who will be promoted to administrative lieutenant as of July 1, and Deputy Sam Freshner of the Umatilla County Sheriffs Office.

Torres discharged a weapon twice while inside the motor home but there were no injuries related to the discharge, and two handguns were recovered from the location. Torres exited the motor home at 8:23 p.m. and did not resist arrest. He was booked into the Umatilla County Jail.

As of Tuesday morning, Torres was listed on the Umatilla County Jail Roster on charges from both the Hermiston and Umatilla departments.

On the roster, Hermiston listed charges of first-degree kidnapping, assault IV, felon in possession of a weapon, menacing and harassment. Tuesday, Chief Jason Edmiston said Torres will also face charges of pointing a firearm at another, and the assault charge will be a felony because a child witnessed the assault at the Hermiston location.

Umatilla has charged Torres with pointing a firearm at another, menacing, attempt to use/carry a dangerous weapon and felon in possession of a weapon.

Law enforcement could not provide why Torres is a felon, but, according to court records, in May 2009, Torres pleaded guilty to possession of a controlled substance 1, possession of a controlled substance II, possession of methamphetamine and attempting to elude police in a vehicle. He pleaded guilty to attempt to elude police in a vehicle again in September 2011.

Multiple agencies responded to the standoff location on Monday, and the surrounding area was evacuated. In addition to the Hermiston and Umatilla Police departments, representatives from the Morrow County Sheriff’s Office, Umatilla County Sheriff’s Office, Stanfield Police Department, Pendleton Police Department and Umatilla Rural Fire District also responded.

Were grateful that it was a peaceful ending and it sounds like our agency worked well with other agencies, Edmiston said. The Umatilla Police Department did a good job of running the scene there in Umatilla.
