The planning commission continues its discussion regarding an infill designation from the Phoenix Builders Investment Group LLC.
The commission at its July 12 meeting made a tentative oral decision denying the infill request for 945 E. Newport Ave. Staff has drafted findings of fact in support of the denial.

The findings now come before the planning commission for adoption.
The planning commission closed the hearing on July 12 and is not obliged to open the matter for additional public testimony. However, the planning commission may choose to take additional comment. Additional comment would not be admissible as new evidence in the record.
The commission also plans to discuss parking in the city and has scheduled a work session to review the city’s parking space requirements.

The county board will consider the biennial plan from Community Corrections. This plan then enables the county and state to enter into an intergovernmental agreement to fund Community Corrections for the biennium. The Local Public Safety Coordinating Council has approved the 2023-25 plan.
The county Public Works Department is requesting authority to purchase a diagnostic system for all of the computerized equipment the department uses in day-to-day work. The system costs $6,230.92 The board also plans to discuss human resources policies.

Business items on the agenda include discussing a lease agreement between Morrow County and Morrow County School District for leasing the football field, the Paid Leave Oregon Policy, and discussing the relocation of the Oregon-Idaho state border.

The county board is holding a land use hearing to consider approving the Percheron Data Center for 274 acres about 11 miles outside of Boardman. For more information, see the story on Page A8.
