Boardman council appoints Carbray, Landstrom to planning commission

BOARDMAN — The Boardman City Council appointed Jami Carbray and David Landstrom to fill vacancies on the Boardman Planning Commission during its Nov. 7 meeting.
Carbray will finish the vacant three-year term ending Dec. 31, 2025. In her letter of interest, Carbray said she is hoping Boardman will be a long-term home for her and her family so she would like to be involved in the
community.
Landstrom will finish the vacant three-year term ending Dec. 31, 2024. In his letter of interest, Landstrom said livability, community and safety are important.
The Planning Commission is composed of seven members appointed by the city council and is a permanent advisory body to the council on matters related to planning and development. The commission holds monthly public meetings to consider land use and zoning matters presented by staff, such as plan amendments, zone changes, conditional use permits, variances and tentative subdivision projects.
Meetings are held the third Wednesday of each month at 7 p.m. at Boardman City Hall and are open to the public.
HERMISTON — Former Hermiston High School girls soccer head coach Freddy Delapaz Guizar is headed to state prison for more than six years for felony sex crimes.
State court documents show Guizar, 32, entered into a settlement conference Nov. 7 at the Umatilla County Courthouse, Pendleton, and pleaded guilty to two counts of first-degree sexual abuse.
Senior Judge Janet Stauffer of Wasco County presided over the conference and sentenced Guizar to 75 months — six years, three months. He also will receive credit for the time he spent in the Umatilla County Jail, Pendleton.
Guizar was the head coach of the HHS team from 2018 until his arrest in 2022. Before that, he was an assistant coach on the Hermiston High School boys soccer team from the 2014-15 season to the 2018-19 season.
Omar Medina succeeded Guizar in July 2022 as the Hermiston High School girls soccer head coach.
Hermiston police on July 27, 2022, arrested Guizar. State court records show a Umatilla County grand jury the day before indicted Guizar on four counts of first-degree sexual assault.
The indictment accused Guizar of abusing one youth on three occasions between Dec. 20, 2013, and June 13, 2016, and another youth one time between April 30, 2012, and April 29, 2014. Each youth was younger than 14 at the time.
