DEQ requests comments on air quality permit for Hermiston data center

HERMISTON — The Oregon Department of Environmental Quality seeks written comments from the public on the conditions for the proposed air quality permit for PDX194, Amazon Data Services Inc.’s new data center near Hermiston.
Comments are due by 5 p.m. Monday, April 22.
The proposed air quality permit is to enable construction and operation of the new data center. The facility will house computer systems and associated components such as communications and data storage systems.
The Cleaner Air Oregon program required Amazon Data Services Inc. to complete a health-based risk assessment for the data center before obtaining an air quality permit, DEQ has concluded the emissions meet health risk standards for the community and do not require additional controls. The draft permit includes requirements to maintain this protection.
PDX194 is at 80939 Powerline Road in Hermiston. The facility will include data communications equipment, security systems, environmental controls and diesel-fueled emergency backup generators. The principal use of this facility will be storage, management and dissemination of electronic data. Sources of air pollutants include diesel-fueled emergency backup generators, which AWS will use if there is a power loss. Emergency backup power is the only intended purpose for the generators.
This permit regulates emissions from combustion of diesel fuel in the emergency generators during times of routine maintenance checks, readiness testing and other approved nonemergency use.
